Lionel Streat, the newly appointed chief of MI5, returns to New York to link up once again with his cousin, Nathan West, who is the Assistant Director of The CIA, and with the retired American policeman, Les Curtis. Seamus Rafferty, once a top New York policeman, who has previously worked with Les, also joins the team. They are in pursuit of the man who Lionel took over from at the helm of the elite British spy agency, Nigel Fletcher, who has gone rogue. Fletcher owes blood money to his henchman, Victor Randall, who was one of his former agents. But Fletcher can't honour the debt. In desperation he turns for help to Gino Messina, the New York Mafia's new boss, and an angry Randall turns on the both of them. Messina thinks he is safe because he wears the crown of his deceased predecessor, Alphonso Rosetti. But he makes the deadly mistake of underestimating how dangerous an adversary an angry Randall can be.
