Despite its high growth rate, low inflation and increasing foreign reserves, it is widely recognised that is India still facing economic problems after implementation of economic reforms. One among the all, regional and inter- regional disparities became matter of concern. It was widely accepted that richer states in India such as Gujarat, Maharashtra, Haryana, Punjab, etc. continued to remain rich while poor States like Bihar, Uttar Pradesh and Odisha remained poor.
