E.T. Hall's Statement 'communication is culture and culture is communication': A discussion and analysis with specific examples

As a consequence, another interesting question in this context could be: "What was first, communication or culture?" In addition to that I will try to give specific examples to find out whether if this statement in my opinion is true or false.
