Justin runs a company for the World Government in 2247--a company that makes time- relocating "Bees". He would rather have a peaceful life and pursue his love interest with Sarah, but he makes the "mistake" of saving the life of a man returning in a stolen Bee. Justin hopes to negotiate with Aten to reduce the worst of his atrocities, but when he stages a worldwide demonstration, he discovers that Aten can murder whole crowds with the touch of a button. Aten rather enjoys it.
