No one, but God knows what is best for us and our world. In these stories where God almost seems to be the antagonist, the world either chooses prosperity and comfort at the cost of sin and man-made gods or truth at the cost of suffering. God instructs various people to do His Will while the Deceiver tries to pull them in the other direction. What happens is a result of man either doing the right thing and following God or doing evil and falling to ruin.
