This is the question a small group of intrepid amateur activists known as the Horseheads are asking themselves in 2036, a near-future world where disinformation and polarized political unrest reign supreme, where random acts of violence and environmental catastrophes are the norm, and where the powers that be try to impose law and order by means of brain chip implants.
