It implies being consistently developed, equipped and shaped, to eventually achieve the highest levels of accomplishments and pre-determined purpose. Before sin entered into the Garden of Eden and interrupted the perfect plan that God had established for humanity, there was no need to tell Adam and Eve that they were since they were already living and enjoying the benefits of creation according to God's plans. However, when sin entered, God's perfect plan was tainted, and as a result, man fell from God's grace.
