This Department of State International Cyberspace Policy Strategy (Strategy), therefore, notes significant items of progress in implementing the President's International Strategy and reflects three themes: the applicability of international law; the importance of promoting confidence building measures; and the significant progress the Department has made, working in partnership with other federal departments and agencies, to promote international norms of state behavior in cyberspace, as well as future plans in this area. The Strategy, prepared by the Department of State, is being submitted to the Committee on Foreign Relations of the United States Senate and the Committee on Foreign Affairs of the House of Representatives.
