The book presents an investigation into the perception of public power in Mexico's 5th most important municipality, which, after the Revolution, has only been exercised by two political parties - PRI and PAN - and has been disputed by many groups as a spoil of resources, particularly urban resources and services; from which an intentional sample of 14 members of its political elite was taken, showing, on the one hand, their political pragmatism, ignoring or disregarding contexts and, on the other, imposing their rules of the game on the whole municipality.
