Democracy is a luxury. As a way of governing the state, it became available to people only when they reached a relatively high standard of living. The first society in which democracy was institutionalized, the ancient Greek policies became, in which the level of prosperity of people was quite high for that time, a significant added value was formed in the economy, which made it possible to maintain all the democratic institutions that had developed in these policies.
Democracy demands from the segments of the population involved in it of a sufficiently high level of education and breadth of outlook. People still need to rise above the level of their everyday interests and realize the full extent of the responsibility that falls on them.
It is a well-known saying: "Democracy is a procedure". This is true, but not the whole truth. Democracy is also a very expensive and complicated procedure. Today we cannot imagine a developed democracy without executive and judiciary bodies working on a permanent basis, without largely professional representative bodies of legislative power. All these people do not sow bread and do not make boots, but they are very expensive for taxpayers, and without them it is impossible to carry out all the procedures of a democratic society.
