Detective Nick Posh is hired by a small town undersheriff of Cumberland County, Tennessee, to find the remains of an evil man believed to have been killed more than a decade before. The circumstances of the man's death could determine if a well-deserved dam project will be built as scheduled, or postpone the hopes of too many deserving farmers needing the dam to save their crops, land, and lives. The town folk of Cumberland call what happened to the man "mountain justice", the law wasn't too interested to investigate until they were forced to do so. Bringing in Posh made sense to everyone, except a few holdouts on the hills. For over ten years, those hills held their secret; Posh made it his business to ferret out the truth, no matter what the answers would prove to be. Some secrets, he finds, are better left buried - floods, feuds, family, and fear mingle into something even the locals don't want to talk about.
