It is not easy to get to the bottom of the cases. With political manoeuvring, and the requirement to keep it hidden from one's own employees, it is a diplomatic feat to uncover defaults. Long distances, foreign cultures, terrible heat, bordering on unbearable, local tribal languages, a French and English with pronunciation that is almost impossible to understand. All in all, a very demanding investigation in unrdeveloped countries. It is with life as an effort. Corruption has a crippling grip on aid funds and no one wants to lose control of aid funds.
