Whiskey Point is a small town with big problems. Once a thriving community of business and manufacturing companies, it has become a safe haven of crime and disorder. Cut backs to government services have sent tax paying businesses packing. Private security companies like American Guard are hired to fill the gap in police deficiencies. When Whiskey Point gets hit with a rash of robberies, Detective Emilio Perez is teamed up (against his will) with an overly excited rookie cop, Rick Palligrou.
