This book provides a preliminary assessment of the Conventional Armed Forces in Europe (CFE) Negotiation process. It outlines the historical, political, and diplomatic background to European arms control diplomacy, with an overview of the Talks on Mutual and Balanced Force Reductions and the Conference on Security and Cooperation in Europe. It explores the establishment of the mandate for the CFE Negotiation during 1987-1978 and focuses on the seven rounds of the Negotiation in Vienna, from March 1989 until November 1990. The work highlights the provisions of the CFE Treaty, and analyzes the impact of CFE limits on the states parties' military forces.
