Brazilian Foreign Policy during the eight years of President Luiz In cio Lula da Silva's government (2003 - 2010) was characterized by the author as one of continuity, change and rupture in relation to the policy developed by previous governments during the country's democratic period. The results achieved were due to a positive and constructive alliance between the Workers' Party, represented in the government by the President of the Republic, his Special Advisor for International Affairs and the heads of other Ministries, and the "sovereigntist" sector of Itamaraty, represented mainly by the Chancellor and the Secretary General of the Ministry of Foreign Affairs, as well as other Itamaraty officials. The common visions of this alliance made it possible to build an active synergy and adopt initiatives in relation to global governance, the international agenda, regional integration, coalition building and international cooperation, among others.
