The aim of our research is to present clustering as a strategy adopted by Morocco to encourage innovation in a developing country. This policy aims both to attract foreign know-how through an infrastructure that complies with international standards in order to benefit from technology transfer, and to encourage start-ups through collaboration between universities, companies, research centers and prime contractors.The main aim of this work is to assess the influence of clustering policy on the development of innovation in Morocco. It also aims to analyze the institutional and governance practices used by the clusters in our case studies, with a focus on the type of governance within each cluster as a key determinant of innovation performance, in addition to the structural determinants of these agglomerations.
