He and the First Twenty move quietly through the city, not replacing authority but removing its necessity. Work begins to matter again. Effort begins to align with outcome. People start making decisions without permission.
At first, nothing happens.
Then everything does.
Violence slows-not because force stops it, but because it is no longer needed. Workers begin to question ledgers. Guards hesitate before enforcing rules that no longer make sense. Systems that once ran perfectly begin to show what they were always built to hide.
Zurn does not revolt.
It recalculates.
Those in power begin to notice. Claimholders shift strategies. Authority tightens where it can and loosens where it must. Some resist. Some adapt. Some quietly begin to help.
Because they understand something others do not:
Order does not protect everyone.
It chooses.
Shon does not tear the system down.
He forces it to reveal itself.
And once seen, it cannot remain what it was.
But not everything can be fixed this way.
Beyond Zurn, something worse is moving. The Red Hand-a force that does not bend, does not adapt, and does not wait-begins to press against the edges of what Shon can influence.
There are places where systems can be corrected.
And places where they must be broken.
By the end, Shon stands at a line he cannot avoid.
Not between right and wrong.
But between what can still be saved...
and what must be allowed to fall.
