"Many families struggle to balance theirjob demands with ensuring that theirchildren have access to a high-qualityeducation, and for military families thisstruggle can be exacerbated by thehighly mobile nature of their service.Family concerns about education affectreadiness and retention of militarypersonnel, according to theDepartment of Defense (DOD). Themajority of children of military familiesin the United States attend publicschools. A 2008 DOD studyrecommended offering military familiesa public charter school option in areaswith poorly-performing local schools. Inresponse to a directive in a HouseAppropriations Committee report, GAOexamined: (1) the characteristics andorigins of charter schools on militaryinstallations, and (2) the challengescharter schools on military installationshave faced in starting up andcontinuing their operations.To conduct this review, GAOinterviewed officials in the eight charterschools on domestic military bases andone school being planned; visited twoschools; interviewed Education andDOD officials; and reviewed relevantfederal and state laws, federalregulations and guidance, and school, federal agency, and other documents.
