A 2008 DOD studyrecommended offering military familiesa public charter school option in areaswith poorly-performing local schools. Inresponse to a directive in a HouseAppropriations Committee report, GAOexamined: (1) the characteristics andorigins of charter schools on militaryinstallations, and (2) the challengescharter schools on military installationshave faced in starting up andcontinuing their operations.To conduct this review, GAOinterviewed officials in the eight charterschools on domestic military bases andone school being planned; visited twoschools; interviewed Education andDOD officials; and reviewed relevantfederal and state laws, federalregulations and guidance, and school, federal agency, and other documents.
