In Southern Baltimore, Jack Holt and his partner is summoned to the site of a grisly murder, which ultimately leads them to Western Baltimore where they uncover how big The Lexington War truly is and the terror it brings to the criminals and bystanders. Jack Holt experiences challenges both at home and at work, with the latter being the most important to him.

From April to June, The Lexington War cost the city many lives, criminals and innocent bystanders alike.
