This book is a historical comparison of the reforms that led to the higher education systems in Australia and the UK as they are now. It shows how national higher education systems changed in similar stages in the decades after World War II, from inquiry-driven reforms to the adoption of binary systems to the rise of mass systems. The comparison method is based on how similar the cases are, but the main goal of the thesis is to find out how differences in the national government and policy institutions surrounding higher education have affected policy change.

The main question of the study is why, when the number of people wanting to go to college rose sharply in the late 1980s, governments decided to push for big changes in higher education.
