The Carter Twins are a ten year old brother sister duo, Cecelia (Cece) and Ryan Carter. Cece and Ryan are kind and adventurous kids, who follow their big hearts and instincts into some dangerous situations. When they see or hear something that looks out of place, they have to investigate it and somehow they manage to stumble upon a mystery.

In The Missing Dogs, Cece sees signs posted around the neighborhood of several dogs that have gone missing. Cece shares the news with her brother Ryan and they get worried about the safety of their own dog, Lucky. They decide, with the help of their best friend Jake, that they will find out what is happening to the missing dogs and soon they unravel the mystery.
