DEA Agents O'Malley, Murphy and Moody believe that they have successfully concluded the Sanchez aka The Black Cat investigation. As a result, they turn their attention to incarcerate the Black Cat's superiors. At the same time, US Intelligence Officers target Russian General, Comstock, who controlled the Black Cat while he was smuggling narcotics to Russia, and the Gaza Strip. US Intelligence Officers learn that the Russian General has moved his base of operations to Venezuela. The DEA's investigation unknowingly overlaps with the US Intelligence case because of the less than optimal cooperation that is common throughout the various intelligence agencies and federal law enforcement. The twin investigations discover that multiple areas of the world: the Middle East, Venezuela, Central America and the United States are threatened from Dictators using their bases to spread their warped ideology to destroy democratic nations. However, as the two separate investigations identify the criminal web, they once again realize that they are witnessing and are now participating in the centuries old war between good versus evil.
