Hoshira Q95, a tall and hard-working young man, lives in East City in its 95th quarter where he hikes the woods in search of usable firewood to sell. He lives alone, after Nana died, and tries his best to be kind to all. The whole Quarter loves him, except for perhaps the Quarter Master, Mr. Fallmen, a greedy, selfish man. One day about his work in the woods, a voice calls to him, disembodied, speaking like a whisper on the wind. Thinking he's crazy, he seeks answers from his friend, Tan, and others he associates with. While seeking help with the voice in the woods, his life crashes down around him when two police officers haul him away to jail. Framed for a crime he never committed, Hoshira is forced to make a decision: stay and suffer greater consequences or let the voice guide him to his future where things lurk in the dark.
