The Block Captain is the one who assesses the disaster, checks on those neighbors that live within the assigned geographical area and reports those findings to Incident Command; so that immediate help is dispatched to the appropriate people in the appropriate order. In essence, the Block Captain saves lives while supplying the care, comfort and strength needed during a disaster.
