In River City, the black water of the Mississippi River is claiming the lives of college athletes with inexplicable frequency. Police Chief Rusty Kramer maintains publicly that the drownings are tragic, but accidental. Internally, the Chief has Detective Jayne Andrews investigating the accidents to see if they have a sinister connection.
