In River City, the black water of the Mississippi River is claiming the lives of college athletes with inexplicable frequency. Police Chief Rusty Kramer maintains publicly that the drownings are tragic, but accidental. Internally, the Chief has Detective Jayne Andrews investigating the accidents to see if they have a sinister connection. Detective Andrews meets occasionally with her former major professor, Dean Garret Green. Dean Green asserts that all problems can be cast as applied mathematics ones. Together they analyze the drowning incidents in a manner reminiscent of their collaborative work in Signal Theory.Green values the occasional 'seminars' as an opportunity to escape the pettiness of academic administration, and to work with the bright and stunning Andrews. Andrews approaches the meetings with caution, knowing that the Chief will not be happy if he learns that his fishing buddy, the Dean, is sticking his nose in police business - again.
