Bishop is in Hai Phong Harbor serving with the UN's River Patrol Unit made up of six Canadians and him. The Snake is in command of the North Vietnamese Navy Coastal Defense Unit and doesn't like the Canadians patrolling the same waters as he. It cuts into his profit because he gets a bonus for every returned refugee trying to leave the North. In a defensive move the Canadians put themselves between the Snake and his patrol boat and a group of refugee boat people making for China in a leaking trawler. The Canadians can't touch the trawler that has run out of gas because if they do then the trawler is under the protection of the UN which would only infuriate the higher ups on all sides. Bishops experience with fighting on the side of US forces a year earlier wins the day but he has made no friends on the North's side.Later, the cargo ship Guevara, named after Che and under a Venezuelan flag is docked at the harbor and after an inspection by the Canadians they determine that somethings amiss. But what? Bishop thinks the ship is carrying SAM missiles to be unloaded at night when the Spy Planes can see them. But could there be another type of contraband?Bishops Conniver's which are made up of the five seamen of the patrol boat hatch a plan to sink the ship but during a typhoon it may become a bit tricky, not to mention the US Navy may also have eyes on the Guevara.Ellerman is sent to a distant village to check on an accident. He discovers the hospitality of Father Max and why hundreds of Venezuelan workers are being kept in the area.Doc goes to see Captain La Rouch who was in an accident which is starting to look like suicide. Hampered by incompetent administrators Doc finally gets to the Captain to find out he is in a coma.Horst and Otto are met by Major Tennyson and a plan is hatched to get Bishop down to Gileng Bay to discover how many shipments of SAM missiles have arrived, but from where and how many.
