There comes a season in the history of the earth when every government weighs itself in the balance and finds itself wanting. Democracy, aristocracy, oligarchy, theocracy without the true Theos, technocracy without the Spirit, plutocracy, mobocracy, kakistocracy - every form has been tried, and every form has trembled. The earth is the LORD's, and the fulness thereof; yet the earth is restless, and her people groan.

This book has been written from a deep and unhurried conviction: that the present age cries out for a government that is fully in charge of the earth, and that no existing form has answered the cry. Leadership is everything, everywhere, every time. Where leadership fails, allocation fails. Where allocation fails, answers fail. Where answers fail, rest fails.

The author is no stranger to the costly disciplines of leadership. As a hardcore student of public administration, he has watched the present forms of government from democracy to all manner of imitations, and he has seen what is missing. The missing thing has a name. It is the principle of the Best.

The book then offers a comprehensive survey of every form of government known to history and to the present day, with a careful explanation of why each one cannot give the rest that the people of God require. After the survey come three further chapters: the moral architecture of the Three R's of right government - Restitution, Restoration, and Retribution - and the comprehensive measure of the Five P's of humanity - Promotion, Protection, Provision, Preservation, and Posterity with perpetuity. There follows a chapter on the Davidic-Solomonic pattern of public administration: David destroyed all enemies and entered a rest for Solomon, and that is the calling of every Bestocracy. Then comes the strong, formal proposal for Bestocracy, built upon the Double Portion of Function Principle, with eight structural pillars.

The body of the book then unfolds the one hundred and fifty-three principles and practices, organized into six Books. After the Epilogue, the book closes with one hundred and fifty-three reasons that this innovation will stand a thousand years and beyond, without failing in restitution, restoration, retribution to all, in the promotion of humanity, the protection of humanity, the provision for humanity, the preservation of humanity, and posterity with perpetuity in all ramifications, at it best by all means. These one hundred and fifty-three reasons are offered as a debate-ready answer to every objection that any current government institution may raise against this proposal.

The pattern set before the reader is the pattern of the daughters of Zelophehad - Mahlah, Noah, Hoglah, Milcah, and Tirzah. They had no brother. They had no inheritance. By the law of men they had no portion. But they came near to the door of the tabernacle, they stood before Moses and Eleazar and the princes and all the congregation, and they spoke. The verdict came down from heaven itself: the daughters of Zelophehad speak right. The inheritance was rewritten. This is Bestocracy in seed-form.

The book closes with a verdict and a charge: there remaineth a rest for the people of God, and that rest is administered, in this present age, by the Best, until death itself is destroyed and the kingdom is delivered up to God, even the Father. Until then, the Best stand.

Read slowly. Read aloud. Read with a pen. Mark the principles you must live, and mark them again. The earth is a nest of the Best, made with zest for rest by the Best, and rest will come.
