In his roundup, the editor points out a few publishing facts. The price of paperbacks was starting to outstrip the magazines. Original anthologies at the time weren't too good - in fact in a volume from another publisher Charles N. Brown said Roger Elwood put out 24 the next year! So reprint anthologies and magazines were the best bet for good stories. However, this volume averages 3.39, so is way understrength for a year's best anthology, and also understrength for a reprint anthology basically weighing in at your standard original anthology average. He was right to put the two Spinrad stories in, though, as those are the two best in the book.
