Good review of the broad issues

This book does what it sets out to, which is look at the issues under a 'grand strategy' for dealing with terrorism. It includes things like police action, foreign aid, and the whole realm of possible solutions. It is broad, so don't expect lots of specifics. In fact, if you know an area well, skip that section. But, if you want an overview this book will do it. It is easy to read, and each chapter includes a summary conclusion. Also, it seems pretty even handed and doesn't overly bash too many people or organizations.
