The ambivalence among the public between disengagement from politics and a desire for political participation is one of the key processes of social change in recent decades. Whilst this shift in values has so far had little impact on legislation at the federal level, the sub-national and local levels provide a testing ground for a wide range of so-called democratic innovations.
