Roy Hacker loves America and Velde county. His county. The good sheriff pledged to serve and protect the citizens of that backwater south Georgia shithole and by God he'll do just that. He only created a safe haven in Velde for large heroin deals because he needed the money. He agreed to do business with his Vietnam war buddy turned Atlanta heroin dealer, Johnny Vandella. Everything's fine until it's not. Secrets long shared between Roy and Johnny boil to the surface and continue to haunt Roy. A Velde county deputy is killed and four hundred thousand dollars along with forty kilos of heroin disappear. Johnny and his Mexican supplier demand Roy track down the dope and cash, warning him if he can't they'll send those who can. But this wasn't part of the deal. If there's any more killing to be done in Velde, Roy's the one who'll be doing it. He is the sheriff after all. More locals are murdered and the close knit community gripped in fear looks to their long serving sheriff for a calming reassurance. Roy can't give it to them. He can't even meet their eyes. He's become no different than the criminals he's protected them from for the last forty years. As the State Police inch closer to the financially ruined sheriff, Roy needs to recover every last piece of evidence and kill every last person linking him to these crimes. And he has to regain the trust and admiration from the citizens in Velde. It's all he has left.
