Airborne Electronic Attack: Keeping Pace With Transformation?

With the inclusion of the information domain in modern warfare, the question or whether or not the success of combat operations can be traced to the effectiveness of controlling the electromagnetic (EM) spectrum is central to the employment and development of electronic warfare (EW) capabilities. Modern technology allows us to attack the enemy's ability to command and control his forces, influence a population, control his fires, and maintain his situational awareness. Have efforts to implement these advantages within the armed forces and attempts to dominate the spectrum received the necessary attention at the tactical level? To answer this question, an understanding of non-kinetic fires, Department of Defense (DoD) Transformation, and tactical EW must first be developed.
