A series of young women each receive five pieces of "returned to sender" mail, then are brutally murdered. Adding to the mystery: they never sent the mail in the first place.
To catch the killer, FBI Special Agent Dana Voss is dispatched to Los Angeles, where she must lead the Rapid Containment Unit, an elite pursuit team with almost limitless powers of access and interrogation. Working with Voss is local Special Agent Nicole Rufus, a surveillance specialist whose rough methods and fierce independence mean trouble with her supervisors or on the streets is never too far away.
As Voss and Rufus go full-tilt at answers, their work will bring them up close and personal with a West Hollywood strip joint, the dark web, religious fanaticism, and an unsolved ranch fire in South Texas.
