Agenda for Action explores ways for the African countries, the Soviet Union and the United States to co-operate in addressing critical problems besetting Africa. Based on the work of a small group of African, Soviet and US specialists, it stems from a chain of convictions and insights: the fresh and exciting thinking that is moving the two global powers away from traditional antagonisms can be harnessed to serve crucial African needs; potentially, the benefits to Africa of such tripartite co-operation far exceed any results that might be expected from each acting alone; and finally, this kind of co-operative action can make an important contribution toward achievement of more international co-operation in general.
