Following the uprising in the Congo in 1960, chaos ensues: marauding mutineers slaughter Europeans and fellow Africans alike. There follows a total breakdown of the rule of law and an exodus of the population. Before escaping south, two Katangan Railway managers arrange the theft of trainloads of copper ore. After dividing the proceeds of their theft, the two men go their separate ways: one to become a law-abiding tobacco farmer, in the soon to be independent African colony of Kwazaland. the other turns to trafficking drugs into Europe. Over the ensuing seventeen years, his drug dealing activities lead to a legacy of murder and mayhem, from Africa to the Scottish Highlands. In 1977 Lucas Darke, an ex-inspector of the Royal Kwazania Police and Superintendent Elias Kufanu hunt the culprit. They discover his plan to use a failing, Russian backed, terrorist organization, to launch an imminent, mass attack on the Kwazanian Provincial capital, Fort Albert. His aim is to destabilize the government of the recently independent Kingdom and expand his drug empire. It is a massive gamble but the rewards could be great. Only Darke and Kufanu stand in his way
