The strategy of public organizations is also carried out by stakeholders, notably users. These require quality public services, strict compliance with the principles of public service (continuity of transport services, etc.), transparency and relevance of public spending. The user is considered more and more as a customer who must be satisfied by adopting practices from the commercial sector (quality approach, personalization of services and communication, etc.).therefore, public organizations aim to satisfy the general interest, that is to say social needs that a lucrative private activity does not necessarily seek to satisfy. Thus, the purpose of a public administration is to ensure the operation of services of general interest. These are based on the fundamental principles of continuity, equality, fairness and adaptability of the public service.The production of a public good aims to respond free or almost free to the needs of the community. They are not necessarily financially worthwhile. Consequently, they are neglected by private organizations seeking profit.
