This book resulted from a cooperative study by the Institute for Research in Social Science of the University of North Carolina and the University of South Carolina. It represents some fourteen months of investigation and study, six of which were spent in making case-method surveys of six representative county governments. It traces the historical development of South Carolina county government, describes its present organization and administration, and offers constructive suggestions.
