Absenteeism in the public sector-particularly in local governments-has been on the rise since 2007, especially in larger municipalities. While our understanding of the phenomenon is improving, many aspects remain poorly understood. The cost to public and private organizations has not necessarily been established. Similarly, the relative importance of the various factors contributing to absenteeism is difficult to assess. The prevention of psychosocial risks, in particular, places HR departments at the center of a sensitive field with uncertain boundaries. This paper reviews the causes of absenteeism and proposes concrete solutions to combat the phenomenon.
