Rather than becoming bogged down in deterrence theory and diplomacy--either of which have worked for decades--it is time for unilateral restraint according to which the U.S. simply stops 'modernizing' its nuclear arsenal and, instead, starts to dismantle its nuclear weapons. It is a radical proposal for a precarious time.
