Abandoned: Homeless kids in a big city

In an old port city, somewhere in Europe, lies an abandoned harbour behind the railroad emplacement. Trade has moved from the center to new sites in the outskirts of the city and the old quays and warehouses are deserted.
There is only one access left since they built the four lane Ringway: a small tunnel under the tracks. Some tramps and homeless children have found shelter at the other side.
The police is not aware there's an abandoned neighborhood; nobody lives there anymore. Or...?
Near Central Station a long traverse across the tracks houses traffic control. In the late night controller Bart notices that the regular container train has gone wild; he has to have it derailed. Wreckage with dangerous cargo makes the derelict site inaccessible.
Not long after controllers on the traverse see children on the tracks...
