Quantitative measurement is the backbone of any industry for

making the right decisions at the right time, and more so for the Software industry

which is predominantly knowledge-based. The challenge lies in identifying

appropriate measures which characterize the processes involved, collecting

the measures in the required periodicity and granularity and having visual and

quantitative indicators at the appropriate level of management to initiate

effective decisions in managing software projects. Hence, it is extremely

important for organizations to determine that their measurement system is

efficient and that it gives adequate visibility.
