Shamus "Shey" Shepherd, a disgraced US Marshal, is mysteriously reinstated to hunt down an escaped female terrorist. Femi Okilo, borne of African and Indian parents, is an enigma. From the onset Shey suspects there's something afoul in this case, but he desperately needs to redeem himself for a career-ending screw-up two years earlier.
