"GAO's prior work has shown that it willbe important for the Bureau toreexamine its management and cultureas well as the fundamental design ofthe census in order to ensure a costeffectivecensus. The Bureaurecognizes this and has taken steps inat least three management areastoward achieving these goals. Asrequested, this report addresses theextent to which the Bureau is takingsteps in accordance with selectedleading practices that GAO identifiedfor (1) organizational transformation, (2) long-term project planning, and (3)strategic workforce planning inpreparing for the 2020 Census.
