In the small town of Portola, water rationing was a common summer event and the first dip in the new swimming pool was unforgettable. Bertha Miller began a photo studio in Portola and in 1955 she became a news correspondent for the Sacramento Bee. She took photos and wrote articles about many of the activities and events.
