In London, a crime gang led by George Wilson plan to raid a jewellers shop and escape with millions of pounds worth of jewels. They plan to smuggle them out of the country via Portsmouth.
At the same time, the I.R.A. are intent on causing mayhem on mainland England, by planting bombs. Their intended target is Portsmouth two days before a Royal visit.
