The United States is poised at the outset of a new era in homeland security that reflects long-term changes in the security environment and key advances in homeland security capabilities. The 2014 Quadrennial Homeland Security Review describes the challenges and opportunities of this new era and how the Department of Homeland Security (DHS) and our homeland security partners must strategically posture ourselves to address those challenges. The 2014 Quadrennial Homeland Security Review also takes an important foundational step toward a Secretary-level priority: strengthening Departmental "Unity of Effort." The DHS Unity of Effort Initiative builds important linkages between the Department's planning, programming, budgeting, and execution processes, ensuring that the Department invests and operates in a cohesive, unified fashion, and makes decisions that are transparent and collaborative to drive the Secretary's strategic guidance to results. The DHS FY14-18 Strategic Plan focuses on how we will implement the goals laid out in the 2014 Quadrennial Homeland Security Review. It describes the missions and goals of homeland security, the strategies we use to achieve those goals, and the ways in which we measure our success. It also sets several key, priority efforts under each mission and describes how those priorities will be achieved through the DHS Unity of Effort Initiative.
