One dvd is missing

Hi out of the four DVDs I ordered one was missing and one DVD from the classic cartoons was missing from the case I have not received the Hanna-Barbera DVD and one DVD from the case of 60 Classic Cartoons did not arrive in its dvd case and the only DVD in the case was scratched. Can be replaced?
